Here is a picture of the keel with POR-15 on it & thickened G-flex in the keel-hull joint. Regarding sanding the keel, you don't have to do too great of a job. POR-15 actually likes rust & chemically bonds to it. You just need to get the loose stuff & the epoxy off. 60 grit seems to be too fine. I also wouldn't grind it - it is miserable work.
